On the initiative of Minister André Flahaut and European Commissioner Erkki Liikanen, the renovation project of the Berlaymont building was launched in 1995. Asbestos removal began. The Berlaymont building houses the European Commissioners, their cabinets and related services, giving a total of 2,700 civil servants. The structure of the Berlaymont building, stripped of asbestos and all finishes and cladding, remained virtually intact. The structural changes served to meet the new security requirements and rid the building of its circulation and orientation problems while integrating Commission requirements.

The offices are organized so that, by using a new 1.2 m module (instead of 1 m), they negate the "corridor" effect of standard offices, while ensuring both maximum occupancy flexibility and preservation of existing capacity. The offices benefit from carefully studied hygienic, physical, physiological and visual comfort. They meet the criteria laid down in the new spatial guidelines. The main halls of the central core become multifunctional zones for foyers, meeting and reception areas, exhibition spaces or for circulation. In restructuring the sanitary facilities, archives, technical and auxiliary rooms, this allows better use of the space left in the structure. The facade system is a high-tech curtain wall with opening windows, protected by a sunshade. It is computer-controlled, with mobile glass panels that offer optimal comfort and minimal energy consumption. This living façade responds instantly to climatic conditions and available daylight. Specialists have already stated that it will be one of the highest technological facades of its kind, from the standpoint of energy savings, accessibility and comfort.

Ingenium realized the concept and schematic designs of the fire detection, building management system and multimedia facilities within the building.
