Ingenium and Transition Stories jointly carried out a strategic study assignment for the city of Vilvoorde, with the aim of developing a substantiated and future-oriented energy policy. The assignment answered two core questions: how can Vilvoorde implement an effective energy policy, and which concrete actions deserve priority within the multi-year plan?

The assignment was developed around four themes: heating networks, building renovation, electric mobility and local renewable energy production. Heat and electrification policy were combined into one integrated approach. Transition Stories took the lead in the policy and participatory part, while Ingenium used its technical expertise for substantiation, feasibility analyses and scenario development.

Together they worked:

• A heat plan that maps out the potential of residual heat, aquathermics and geothermal energy.
• A renovation strategy with target group-oriented actions to activate both socio-economically weaker and wealthy residents.
• An electrification plan, including a vision on charging infrastructure and grid impact, coordinated with grid operator Fluvius.
• A strategy for local renewable energy production, including active brokerage role and PPA potential.

The end result includes not only substantive plans and project files, but also organizational recommendations on how Vilvoorde can take and maintain control in the energy transition.
