Implementation of the Linkerover heat transition plan

This assignment focuses on three neighborhoods on Linkeroever that have been identified in the Heat Plan as candidates for collective heating. The City of Antwerp wants to test an accelerated approach for these neighborhoods as part of its "Linkeroever Climate Neutral 2030" mission. The approach consists of two main phases:

The approach consists of two main phases:

1. Mapping ambitions and policy instruments

  • All urban ambitions are being inventoried.
  • Research is being conducted into which policy instruments are already in place to realize these ambitions.
  • Method: document analysis and stakeholder participation.

2. Developing a realistic transition path

  • Focus on the three neighborhoods, including the spatial impact.
  • Translation of the transition path into a policy plan for the city of Antwerp.
  • Substeps:

    a. Target group analysis and participation: gaining insight into the values and ambitions of residents.
    b. Time-evolving solutions: the path to climate neutrality is robust, but the specific route may vary.
    c. Cost analysis and financing: estimating the costs per party and investigating how the city can finance or make this accessible.

This reference demonstrates experience with:

1) Policy research: systematically mapping urban ambitions and evaluating existing measures to gain insight into effectiveness and gaps.

2) Target group analysis: investigating the values, needs, and ambitions of residents, so that policy proposals are better aligned with the local context and enable broadly supported solutions.

3) Development of policy instruments: translating insights from policy research and target group analysis into concrete policy proposals and strategies, including feasible financing and implementation.
