Plan for Local Action for the Use of Energy Establish an action plan to achieve a quantified energy savings target within the next 3 years (36 months). The minimum energy savings target is set based on the current consumption of the building stock in kWhPE/m²/year (PE = Primary Energy). Monitoring of energy savings target through IPMVP (International Performance Monitoring & Verification Protocol). Mandatory in the Brussels Capital Region. Transposition of European Directive 2012/27/EU on energy efficiency into Brussels Law in Decree of June 14, 2018 of the Brussels Capital Government on the PLAGE.

For whom.

Mandatory for organizations with building stock in the BCR (Brussels Capital Region) :

  • Federal, regional or community governments with building stock ≥ 250 m²
  • Other government agencies with building stock ≥ 50,000 m²
  • All companies with building stock in BCR ≥ 100,000 m²

When?

Happens in cycles of about 4 years

  1. Identification phase (prior to 1st cycle only): extended to 31/12/2020 (because of COVID)
    - Appointment of PLAGE coordinator by organization
  2. Programming phase : period of up to 12 months (18 months for 1st cycle) > until approx. early 2022.
    - Prepare energy accounting and action plan to reduce energy consumption of the building stock.
    - Prepare Measurement and Verification Plan (MVP), possibly with the help of certified professional
  3. Implementation phase: 36-month period
    - Implement energy accounting and actions
  4. Evaluation phase: up to 4 months
    Evaluation compliance with energy savings target
  5. Start new cycle

Actors?

  • PLAGE coordinator:

- Employed and funded by the organization itself.
- Coordinate and implement PLAGE within the organization.

  • PLAGE revisor:

- Appointed and paid for by Brussels Environment.
- 6 people from 3 agencies: Factor 4, Pirotech and Manexi.
- Monitors and analyzes data and plans submitted.

  • Brussels Environment

- Monitors compliance with PLAGE obligations.
- Imposes sanctions when necessary.

Role Ingenium?

Ingenium cannot directly act as PLAGE coordinator or reviewer.

But Ingenium can guide an organization to:

  • Energy accounting to be set up.
  • Establish an action plan to reduce the energy consumption of the building stock.
  • Establish a measurement and verification plan (MVP) in accordance with IPMVP (INGENIUM has had a certified professional (CMVP (Certified Measurement & Verification Profesional) for this purpose since 2014.
