
OEPC for De Nekker included as "Good Practice" at Interreg Europe

The OEPC (maintenance and energy performance contract) drawn up by Ingenium for the sports and recreation park De Nekker has been included as "Good Practice" in the Interreg Europe database.
Coming to fruition OEPC De Nekker
The province of Antwerp wants a long-term OEPC to maintain the technical installations of De Nekker, with a guaranteed decrease in energy and water consumption. The provincial domain De Nekker includes both indoor and outdoor sports facilities and a large newly built swimming pool.
In addition to achieving energy and water savings, De Nekker also wants to improve the management and maintenance of the technical installations and the site. The appointed contractor is responsible for achieving the predefined comfort requirements, setting up and monitoring an energy monitoring platform, maintenance and implementation of energy saving measures.
The contractor is paid with, among other things, the budget saved from the savings achieved and also uses it to finance the energy-saving measures.
Ingenium, as a consulting firm, assisted the Province of Antwerp in the tender process consisting of: drafting specifications, contract, negotiations and award. The contractor was chosen on the basis of the most economically advantageous offer. This was based on the following criteria:
- Energy and water savings
- Maintenance costs
- Energy and water savings action plan
- Maintenance action plan
- Sustainability Action Plan
Guaranteed success
The contract guarantees annual CO2 savings of 174 tons (24% electricity and 4% gas savings) thanks to a CHP plant, solar panels and small energy-saving measures. As well as an annual consumption reduction of 4,825 m² potable water thanks to a reverse osmosis system.
This did not cost the province of Antwerp anything, the investments being paid for by the savings achieved.
OEPC
In an OEPC, one party, the ESCO (energy service company), is appointed to study, implement and maintain the technical installations. The planned savings are contracted for a certain period of time. Within the period of the contract, the investments are repaid by the ESCO with the budget saved by the realized energy savings. Thus, it does not cost the client an extra euro. When the term of the contract expires, any profit is for the client's own account.
